Unfortunately, it's not important if the UnrealIRCd Team feels that the project is alive, it's what the general public feels that hold more weight and based on my observations there is a large group of people that think Unreal is stale/dead and have moved on to other projects because of it.
I also must beg to differ with you in regards to the existence of 3.3 source code since I happen to be staring at 3.3 svn that has existed for some time with many files not changing in the last 16+ months.

I'm not exactly sure what your definition of stale/dead is, but 16+ month old svn code defines it well for me. Now I'm not try to nor going to entertain an argument on this topic. However, I'd like to say in closing that actions or the lack there of will always speak louder than words, thus no matter who or how many times you say it, it's still evident to many that this project is indeed suffering from something and sliding downhill whether you'd like to admit it or not and only through actions can you change such a perception.
